4. Spare part certification (including spare part certification regarded as spare part-certified under the provisions of the preceding paragraph) shall become invalid, when the spare part has been repaired or modified to an extent specified by Ordinances of the Ministry of Transport, or when the spare part has been installed on the aircraft.

 

(Maintenance of Engine and others)
Article 18. Any operator of an aircraft certified as airworthy, who intends to use installed engines or propellers or other devices, which are critical for aircraft safety (as specified by Ordinances of the Ministry of Transport), for a period which exceeds that stipulated in the Ordinances of the Ministry of Transport, shall perform maintenance on the said components in accordance with the procedures established in the Ordinances of the Ministry of Transport.

 

(Maintenance or Modification of Aircraft)
Article 19. When the operator of an aircraft certified as airworthy, performs maintenance (excluding any minor preventive maintenance as specified in Ordinances of the Ministry of Transport) or modifies the said aircraft (excluding any repair or modification of the said aircraft subject to Article 16 paragraph 1), the said aircraft shall not be used for air navigation, unless it conforms with the standards set out in Article 10 paragraph 4, subparagraph (1).

 

2. The proviso of Article 11 paragraph 1 shall apply accordingly to the preceding paragraph.

 

Article 19-2. Any operator of airworthiness-certified aircraft may use it for air navigation in spite of the provisions of article 16 paragraph 1 or paragraph 1 of the preceding Article, when any person who has been qualified under paragraph 1 subparagraph 3 of the next Article effects repair or modification to the said aircraft under such qualification and confirms, that the said aircraft complies with the categories of the standards of Article 10 paragraph 4, in accordance with Ordinances of the Ministry of Transport.

 

(Facility Certification)
Article 20. The Minister of Transport, upon application, shall approve at the concerned facilities that at least one or more of the capabilities described in the following categories comply with the technical standards specified by Ordinances of the Ministry of Transport.
(1)The capability to manufacture aircraft and inspect the completed aircraft.
(2)The capability to perform maintenance and inspect the maintenance performed on aircraft.
